PR abroad with Canadian spouse

I was hoping to get some advice after reviewing documents on the CIC website and reading numerous threads on this forum.

I am a Canadian citizen living in abroad with my PR spouse. We are planning on traveling to Canada at the end of Nov to stay for the Christmas holidays for around 6-8 weeks. My spouse's PR card expires at the beginning of Dec, so he will travel in on his current PR card. We are also planning on moving back to Canada permanently in the spring (2020).

We were hoping to get some advice on whether my spouse should apply to renew his PR card during our visit to Canada, or whether he should just apply for a PRTD before we make the permanent move and then apply to renew his card when we're in Canada permanently.

If we apply to renew his PR card during our upcoming visit, and he does not receive it before we leave, and the application is still pending in spring 2020 (when we are planning on moving back permanently), or he is required to pick it up in person, can he apply for a PRTD to return to Canada?

EDIT: I should add some background history. I sponsored my spouse from abroad (we were both living abroad) 5 years ago as my common law spouse (we have since gotten married) and he received his PR. We had planned on moving back to Canada 5 years ago, but life and work happened and so here we are, still abroad, but now seriously planning on moving.

As she lives outside of Canada and must declare that in the app, the PR card would likely be required to be picked up in person. Up to you if you want to apply for it when here or just apply for a PRTD.

Exactly why the burden of proof has become so high for intent to return to Canada. Too many people never actually returned to Canada.

Thanks for getting back to me! I think we'll just apply for a PRTD when we're ready to move back and apply for PR card renewal then instead of now during our visit.
