regardless, if I try to enter/type my state name of India it does not accept.

Are you talking about Prov/.Terr./State(if applicable) field on the form?

It doesn't matter, it applies only if born within a place with registered Prov/Terr/State. You can print like that, we just requested yesterday and those fields were empty.

You should be able to save it without typing anything. What pdf reader are you using?

are you using Macbook? I have the same problem with Macbook and Acrobat Reader.
it was fixed when I forwarded it to a Windows computer.

I left BLANK for Province / State and I wrote manually for Indian state. The application was accepted with no question asked at Passport office, and Passport application has been approved as well.
