So today I have received the PPR email from CIC. Since this forum has helped me a lot, I would like to share my story to everyone who might think it's helpful.
Here is my time line. I am FSW inland, no LMIA.

Jan 24, 2016 AOR
Feb 03, 2016 Required for additional documents (CELPIP result)
Feb 04, 2016 Ghost Email
Feb 05, 2016 Medical Passed, BG in progress
Feb 12, 2016 BG from 'in progress' to 'Not needed'
April 16, 2016 Ordered 1st GCMS note
May 16, 2016 GCMS notes came, issues were found
May 17, 2016 LOE provided
June 23, 2016 Send letter to local MP
June 25, 2016 MP response saying "everything OK" "No action needed"
July 06, 2016 BG 'in progress'
July 12, 2016 PPR
This wasn't easy for me. Actually I wasn't thinking I could get PPR at all. Everything looks good until I got the GCMS note that I ordered. It lists two major issues: my wife's translation of her master's degree, and my PhD degree.

You can see, those problems existed since Feb 05, 2016(the time I got the ghost email). If I never ordered the GCMS notes, I would never had a chance to fix it.
So my advise NO1: Don't order the GCMS note until 4 months after AOR. Order it once you got a ghost email (if you receive any) or 1.5 months after AOR. So that you will have a better idea how they reviewed your case.
After submitting the LOE, I felt so anxious. My friend suggested to contact local MP for help. And I did! MP assistant was really helpful and their response was fast. Two days later, they contact me back saying my case is still in progress. It doesn't need action right now. They also ask me to contact them if I don't get update 6 months after AOR. They said they will follow my case again by then.
Then July 06, I got an update, my BG changed to 'in progress', six days later, I got my PPR.
I am not sure if the MP strategy really works ( it might be helpful). But it looks like it worked out!
The last thing: my advise NO 0: try not to make any mistakes (like I didn't submit my wife's translation)
