are they doing it out of economical concerns?
-those residing in US: they are with relatively more transferrable skills than most outlanders who do not live in US (please do not take my words as outlanders do not have transferrable skills to live in Canada. What i mean is if you pick a country with most similarities with Canada, it gotta to be US) and the average pay in US is higher than that in Canada so they have a higher chance to accumulate more funds to settle during this madness (again don't take my words as people do not reside in US do not earn enough to settle, if you do you clearly miss the main point)
-spousal sponsorship: one of the parties already live there and provide evidence that they can provide for their spouse
-expired CoPRs: we already sent them out cant do much be to extend
