Got a ghost update, logged in and saw eligibility started. It stated we are reviewing whether you meet the eligibility requirements

Today my mother received bvl on her visitor visa application. Both parents got ghost updates and recieved one email and just my mother recieved bvl and not my father. There was no changes in my father's application.
My mother had her eligibility status changes as well from reviewing eligibility requirements to eligibility is in progress.
Do you think it's a good news or bad?

Anyone got BVL from Warsaw office? My file was in Abu Dhabi but I received BVL from Warsaw today. I heard Warsaw office gives just refusals.
