PPR after BVL from Abudhabi

I got letter of acceptance from university but university want me to pay $500 non refundable amount. My question is with letter of acceptance can i apply for Study permit Visa or i pay $500 first.

I think you need to pay first to get the official acceptance letter with which you can apply for SP.

I was asked to pay full first semester amount to receive official acceptance letter.
