do we need to use bar codes sent by buffalo office when we send passport to seattle or los angeles office

Plz tell me...my friend and i forgot to put those BAR CODE LABELS on our passport request envelopes to those offices...that they sent us with medical
correspondence

And What is this Passport request(PPR) step 1 and passport request (PPR) step 2 ...whats the difference between them.

how long do they take to send passport back..
