Potential express entry reforms announced??

At an event hosted by the Toronto Board of Trade and the Pearson Centre for Progressive Policy on May 24, 2016 to address Canada’s immigration policies and regulations from an economic standpoint, the Minister of Immigration, Refugees and Citizenship, Hon. John McCallum, announced potential immigration policy changes. A House of Commons committee is reviewing the existing temporary and permanent worker programs and the government plans to use the Committee’s recommendations to create policies that increase the number of economic immigrants and ensure national competitiveness.

Notable Potential Policy Changes
The Minister announced the following potential changes to Canadian immigration policy:

Greater access to permanent residence status for international students via the Express Entry program, including potentially providing extra points for university graduates to increase their chances of selection to apply for permanent residence.
Further reforms to the Express Entry program, specifically for Labour Market Impact Assessment-exempt work permit holders. The Minister stated that a labour market assessment should not be a decisive factor for determining access to permanent residence status.
The potential option for employers to pay for an expedited work permit process.
Faster processing times for temporary and permanent economic stream applications, since the government has now resettled 25,000 Syrian refugees between November 2015 and February 2016 that it promised to resettle.

This is not really new news. John McCallum has been saying that they will work on EE to give more points for Int'l students already.

But McCallum has been talking about for some time so this is not surprised. I am more interested in how exactly are they changing the point system for Canadian school graduates and LMIA-exempt permit people.

Yep, we need to wait until they implement the change. My guess on this is they will award more points for Canadian degree. For example, with the current system, there are no differences between Canadian degrees and foreign degrees, so the change will separate these field and put more points for Canadian degrees.

Next, they will regulate the claim of foreign work exp and possibly impose some kind of verification measure, like the Australian immigration system.

Right now, it absolutely makes no sense at all that for both applicants with same age, same degree (bachelor) and same ielts scores (max scores), but:

  • One with 2 years Canadian work exp only has 469 points
while
  • One with 1 year Canadian work exp and 1 year foreign work xp has 482

Not only how, but also when.

Yep, I'm not saying it's made up, it's just not hot news. The Minister has announced it for more than a month.

Yes OP the event did happen.

If the speech transcript is accurate; seems like the minister was only a little more specific than what he stated in March.

Based on the credibility of the speech; seems like it excludes canadian college graduates as he stated "University graduates"

But again, as discussed many times nobody knows when these changes will kick in.

I think its safe to say that all these changes are still in the early planning stages and i would expect it to take quite a while until they make it past the committee stage and then have to make their way through parliament.

That makes it almost impossible to say which parts might or might not make it into any future laws.

We will have to wait until some concrete plans emerge. Everything else is just speculation and hope at this point.

Changes to the point grid doesn't need to go through parliament. Still you're on point it's very early to tell

Thanks for the correction about parliamentary involvement.

In either case, i think it is always important to distinguish between campaign promises and actual proposals that are released publicly following a committee process of some sort.

Personally, i think international graduates could really use some additional help in EE as there is currently no advantage to canadian degrees over foreign ones. Wouldnt have helped me personally as i only have foreign degrees myself but i think it is a valid request by international graduates to ask for some advantage for having studied in canada, as i would expect that to improve the likelihood that somebody would successfully integrate into canadian society later on.

With a bit of luck, we might see some actual updates on those issues before the end of the year and possibly before the new 2017 quotas are announced as that would be a convenient time to make some adjustments to the CRS point system.
