Postdoctoral fellow for CEC

Hello all,

I am Jilagamazhi, and I am currently working as a postdoctoral fellow at University of Manitoba since 2016 June. My research focus is on micro algae.

I am applying my PR through CEC, however I have few concerns here:

1. My job is offer from 2016 June to 2018 June. But one of the criteria on CIC for a valid job offer is:
"for at least one year after we issue your permanent resident visa"

So, I am worried if my offer will be considered as valid.

2. I am doing purely research (no teaching and admin). I found NOC 4011 for postdoctoral fellow, but job duties are mostly teaching based. I also found 2121 as NOC code for biologist and related scientist, which description seems suite better to me. So Do I chose 2121 over 4011 when applying?

I guess you should search for a category which says, if a PHd is applying after 2 years of research, he is eligible for PR

1. Your job offer is not valid. I was in the same situation.
2. I would use 4011. In the employment letter, I would ask the advisor to mention that you help to teach, etc. No matter what NOC code you selected, make sure in the employment letter, it has 80% of the things you need for the NOC code.

No, unless you have an LMIA or belong to a specific exempt category, it will not be considered as a "valid job offer." No matter, you are likely to have enough points.

Post-docs have long been advised to skip NOC 4011 and use the NOC that most closely matches their research work. I would recommend using 2121, but it is possible to use 4011 too (you can always include a letter of explanation about your choice of NOC, which other ones you considered, and your rationale for choosing the one you did).

Do you have any format for employment/reference letter for 4011?

1 - PGWP is NOT eligible to claim job offer points, unless you have LMIA.
2 - The most important factor when matching NOC is not the title itself. Your job duty must entirely match the lead statement (the statement on NOC website below the title) and also match the majority of the main duties. See quote below from IRCC Operational Manual.

In addition, during that period of employment, the applicant must have:
  • performed the actions described in the lead statement for the occupation(s) as set out in the occupational description of the NOC [R87.1(2)(b)]; and
  • performed a substantial number of the main duties, including all the essential duties, of the occupation(s) as set out in the occupational description of the NOC [R87.1(2)(c)].
