Yes but you will only get 1 year Post Graduate work permit. So is better you go for another one year program making it two years to qualify for the 3 years PGWP

It is possibly unlikely you would get a study permit just for an English language program let alone a PGWP. Just seems based on your other posts getting a PGWP is the main goal and not to further your education. Having a good level of English is a requirement to get a study permit so including the fact you intend to spend a year on an English language course implies otherwise to IRCC .
