post some details of my EE profile and can somebody point what's the problem

First, I am a phd student and only have TA/RA as the work experience. My result was ineligible after submission. I saw some other phd students in this forum said they have the same background but they got "eligible" for FSW under EE. So I am thinking maybe some details were not correct in my profile.

Here I post some details and hopefully somebody can have a look and give me some help. Especially those phd students who have already been "eligible".

Myself.
1. Personal details:
Age? Born in 1985, China (so age is fine, 12 points for FSW)
Applied CIC before? Yes (2014 FSW PhD stream, but kind of late, the 500 cap had been reached)
Applied Express Entry before? No
Citizenship : China
Country of residence : Canada
Family members : two (my husband and I)
Found: $15682 (enough?)

2. Contact details (not important in this discussion)

3. Study and languages
2011/09—(my current study), in Canada (Ontario), complete 3 (or 4?) full academic years, PhD not completed(is this option right? I am still studying and plan to graduate in this summer or fall) (5 points for FSW? Adaptability: You finished at least two academic years of full-time study)
2009/09—2011/07, in USA, complete 2 full academic years, Master Degree awarded, have CEA (from world education service, 2014/04) (master should have 23 points for FSW)
IELTS test (2014/06) speaking 6.5, writing 6.0, reading 8.0 and listening 7.5 (16 points for FSW?)

4. Application Details
Consider living in Ontario
And there is a statement (…you authorise MCIIT to collect this information from CIC….). I answer Yes (right?).
No PNP.

5. Representative
No.

6. Work history
Occupation: 4012 (TA/RA), 2011/09—precent
Certificate of qualification: No. (what is this? Important for phd students?)
Job offer: No
Work history: 2011/09—my current job, 15h/week (I also tried 30h/week, but also ineligible after submission),NOC 4012, TA/RA, in Canada (here 15h/week means part-time work, more than 3 years should end up more than 1560h, right? So 9 points for FSW)
Working legally in Canada? I say Yes.
Studying full-time while doing this job? I say Yes.
Which of these categories does …’s job fall under? I choose “no work permit required” (is this answer right? Will this part affect the final result?)


My husband has almost the same background as mine except a master degree (he only has B.S.).
He doesn’t have English test and CEA report because we applied last year, he didn’t have to show these documents at that moment. So I don’t claim any score on this kind of things in this stage.
However, he has finished at least 3 years of full-time study in Canada (phd as well) and we should have 5 points for the adaptability in FSW. Is this right?

So finally, 12 (Age) + 9 (work experience) + 23 (master degree) + 16 (English) + 10 (my and partner’s past study in Canada) = 70 (> 67 points)
I should meet FSW under EE. Why still ineligible? I know in this forum some PhD students with only TA/RA has been eligible already. Can you guys give me some help to point which part might be wrong when I fill out the forms?

uhh, well that noc isn't considered skilled work, and work you do while studying can't be counted towards work experience.

So that is my question. How did some other phd students with only TA/RA as work experience get "eligible"?
I saw other posts about phd students and somebody were saying (cited CIC web) work during full-time study can't be counted under CEC, but can be counted under FSW. And some phd students did prove this by getting "ineligible" under CEC but "eligible" under FSW. I don't know how to explain this. I really need some more details for those phd students. for example, did they also fill noc 4012 on that form?

I re-checked CIC web and NOC 4012 is level A skilled work. No problem. I am thinking the occupation part. In 2014, there were only limited occupations (50?) can apply FSW. However, under Express Entry, is there any info saying only what kinds of occupations can apply FSW? I didn't find any info.

born in 1987; phd student (master's degree); celpip 8,9,12,12; I have 1 year work experience in China (Mechanical Engineer, not during study); relative in Canada, wife's ielts: 6,7,7.5,7.5; so it should be 77 points/100; but it tells me not eligible.

If I put work experience to 2 years, (so 79 points), then I am eligible.
If I put education to doctor's degree while keeping work experience 1 year, (also 79 points), I am still not eligible!!!!

So this means it is not a matter of points, but something relating to work experience which CIC doesn't tell us.

RA/TA experience outside of Canada is eligible. If you were an RA/TA in Canada, you were on a study permit, and the experience is not eligible.
