I think I am only one month behind you. I am Jan 2017 applicant.
Any Jan 2017 applicant get PPR?
My BG check is saying not applicable. Will it change before PPR or it will stay as it is?

It will change in BGIP .

What is the use of this Pre Arrival Service?
What I have to do?

Just contact one or two service providers of your interest from the list. You have to send them the letter you got from IRCC to get this benefit.
They will provide you each and every information you want from landing to getting job in Canada.
