Yes, you need to pay around 650 per person for Passport transmission service via VFS. (including email / SMS tracking services.)

If you want to get it delivered via courier to your home after stamping, then another 300 or something per person extra but I did not opt (mostly people don't opt) so I am not 100% sure for courier charges. Bu it would be around double than what I paid for 3 person (1900 around).

I think NDVO works fine. Only that some people has some complications with their docs or any other things, then they do take time to sort out.
