post-graduation visa refusal

Hi, I need some advice :)
I did 2y diploma program and I got refusal for my PGWP with explanation that my school doesn't meet the requirement:
"a Canadian private institution authorized by provincial statute to confer degrees but only if the student is enrolled in one of the programs of study leading to a degree as authorized by the province and not in all programs of study offered by the private institution."

But the thing is that my friend did the same program and she got the PGWP.
Any advice what I should do next?

Since you attended a private college, it's quite possible your program doesn't qualify for a PGWP. And it's possible the other officer made a mistake in approving your friend. Or it's possible the officer made a mistake in refusing you.

Have you spoke to your school? Are they able to provide documents to prove your school and program meets the requirements stated in the refusal reason?

What school did you attend and which program?

I didn't speak to my school as it's a Christmas time and they are closed :(. It's a private college in DT Vancouver and the school is on designated institution list.
At the end I got transcript and diploma for Graphic and Web Development track (1920 hours). And of course I've attached these documents to my application.
I'm really surprised with the refusal, the school was telling me I shouldn't have any problems :|

Just because the school is on the DLI list unfortunately doesn't mean you qualify for PGWP. In addition to being on the DLI list, the school also needs to meet the requirements stated in your refusal letter (i.e. "a Canadian private institution authorized by provincial statute to confer degrees but only if the student is enrolled in one of the programs of study leading to a degree as authorized by the province and not in all programs of study offered by the private institution.")

I would speak with your school as soon as they re-open in January and ask them to confirm (and provide proof) that both the school, as well as the program you took, meet these requirements.

Thank you, I'll try that.

Do I get it correctly, that for appeal I can just re-apply with the additional document? (assuming I'll get that from my school) I'm researching the net but I can't find any specifics for appeal process (I don't think I should use the Immigration Appeal Division or Court Judicial Review, neither of them covers PGWP *___*)

Does anyone knows how the appeal process looks like?

I would not officially appeal. This is a long and very expensive process.

Assuming you can get the paperwork you need, I would start by contacting the visa office that processed your application and requesting re-consideration and the re-opening of your file.

If this fails, I would reapply. To do this, you may have to apply for restoration and renew your study permit.

I found a way to contact agent at CIC by the phone but that will get me (eventually) to an agent, not the one that dealt with my application (the letter is signed by "Officer MI"). There is also the Case-Specific Enquiry Portal (cic.gc. ca/english/contacts/web-form.asp), but again it might be read by any agent, not the "Officer MI". How can I contact that specific agent? Any ideas?

You can't. All you can do is submit a case-specific enquiry.

I was just writing that I misread your information, as you said to contact the visa office not the officer :)

Now I just need to get that confirmation from my school and do the enquiry :)

Hi,
I talked to my school, they provided me with letter that confirms my completion of the program with my student number, their Private Training Institutions Branch number, and the DLI number so it looks very neat and formal. But they also told me that they are not allowed to use any word like "immigration" or "visa" in it as they are not consultant/lawyer, so they could not say that my program meets the requirements for PGWP. I've also got another letter from my employer (I work as Web Developer), it says that he would like to continue the employment if I was granted a work permit.

So I'm ready to submit the case-specific enquiry with the request of re-consideration and re-opening of my file...

I've also found some topic on the forum that the enquiry portal is not-very-useful. It takes long to get any response and often they are very uninformative. I have valid status until end of March, so I have some time. But it will go fast if I'll wait too long. I was wandering if flag-poling is a good option? If I submit the enquiry and then I'll go to the border, wouldn't that make too much of confusion? Or I should forget about flagpoling and just wait for the enquiry response?

Any advice/suggestions/opinions/tips very welcome!!

My passport is expiring by mid of june 2017.
i wasn't aware that cic will only issue any permits upto expiry of my passport.
I have for my passport extension.
But can you help me the process for extension of pg work permit.
