I am final year student from india. I have planned to go canada for my higher education. If i do 2 pg diploma of 1 year,am i able to get 3 year PGWP...?

As long as they are preferably back to back and in a public college no reason why not.

Can i change my college for 2nd program or i have to study in the same college for that..? (In the same province)

yes you can change college but must check DLI number of college and update it in your account
