Hello, I have a pretty simple question I guess.

Do I get points for the Express Entry If I my work experience is in Canada for 2 years under the PGWP??? (So I worked in canada under this permit)

(No I dont have an LMIA and the position I work in is a display merchandiser)

Yes, you should as I'm assuming you have a Canadian degree

You will get points for your 2 years of work experience in Canada. But you will not get extra 50 points for your job offer.
 
ok but becuase of the new rules (Nov 19, 2016) when they ask me if i have any work experience in the last 10 years (which i do) should i say yes or no?

Of Course you should say yes, because you do have 2 years work experience..the new changes to the CRS should not alter your answer to this question.

I have a friend who is doing their post grad diploma in IBM. He actually started with a different program for his first semester and then switch over to IBM during the summer program. So he will have studied from Jan 2017 till April 2018. Do you know how long they will issue his PGWP for? Will it be one year or will they match the timing of his education?

The PGWP will be the length of the IBM post grad diploma. No - they won't match the timing of his education.

If its a 2 years course, he will get 3 years of PGWP.
