The fact that manishathwal's application was already processed confirms that PGWP are not in the same queue than regular work permits; the CIC processing times page shows that as of today they're processing work permit applications submitted by October 10; it seems that PGWP are closer to the processing time of off-campus work permits.

Does anyone know if one needs to wait for the PGWP before they apply for BCPNP or can they apply for it anyways? What do they mean by:
/*Please note that your application will not be approved if you are in Canada and do not have valid immigration status, or if you are working without authorization. */
If we have applied and waiting for the PGWP are we illegal?
