But it also says "if available", may be that's not mandatory unless available. And the experience I have so far with CIC (Study permit, PGWP and now PR), they would request the doc they need and give you 30 days to submit it. All the best to all! :)
It says official “if available” but they mention that otherwise you need to provide transcript copy which is available on college website .. it is optional to not attached transcript before 14 th February .. after new rules it is mandatory.. i am clearing this because i dont want anybody to struggle for pgwp..it is good option to attached everything

u can even withdraw and submit a new application so that u can submit a complete application thus my suggestion
I agree with that. I, myself, submitted two applications because I was unsure about it. Let me know if you need help.

What should I do now? Can I do it using the IRCC webform?

Yes, you can. You can choose the correct visa type and in the enquiry section you can explain that you didn't attach it earlier. Then attach it. Put application number/UCI carefully :-)
They do not reply right away, it takes 7-28 days. :-)

You mean two applications at a time or you withdrew the first one and then re-submitted new one?

me too i did the same, the first one was a paper application, the second was online. but up to now they didn't send me a confirmation to withdraw the first application, so i don't know what to do now any suggestion.

DON'T SUBMIT your application WITHOUT a completion letter. Mine was REJECTED, they did not request anything from me. Do NOT take that chance, otherwise you'd have to wait for another THREE months, which is a waste of time, effort, money and maybe career opportunities.

Thanks! But the other person did attach the completion letter, but not the transcripts and has already submitted.
