Hi, I've completed a 4-term Master's degree in Toronto and I'm about to apply for my post-graduate work permit. I got a letter from my University which states that, "The length of the program is 16 months (4 Academic Terms) for Full-time students". My questions is; am I eligible for a 3-year work permit? or will I just get a permit for 16 months?

I know there are few posts on this topic, please bare with me, I just need a clear answer. Thank you in advance for your input!

You are eligible to get the 3 year max. But 3 years are not guaranteed, it can be anywhere from 6 to 36 months.
