Part 1 of 2: Post e-APR Process

Step 1: Completeness Test as per Regulation 10

Immigration Officer will assure that your file is complete as defined under the Regulation 10 of IRCC Act. If your file includes all details and documents required then it will be sent for Assessment.


Step 2: Assessment for Eligibility and Admissibility

This process sometimes called as A11 (For Eligibility) and A16 (For Admissibility on Medical Ground).

A11 will take some time, however; A16 will be completed within 2-3 days after your file is in Assessment Stage.

A11 (Eligibility Test)

Minimum Entry Requirement (R75)

Verification will be conducted on each of the Six Eligibility Factors (R78-83). This will only focus on assuring that the candidate attained at least 67 out of 100 points and Minimum Score needed at the time ITA was issued. Misrepresentation or Fraud check is carried later on during A40.

Education (R78)

ECA Report and Educational Documents are verified until the officer is satisfied to pass R78.

Language (R79)

Language Score is recalculated using IELTS Scores and Verification is done online using your Test Report Form Number. Once verified R79 is passed.

Work Experience (R80)

Verify Scores calculated and Work Experience Letters. Calculate Similarity of NOC Scores and verify documents. Officer will usually check email, fax, contact, website (if any), and address is written on Letterheads to verify if company physically exists and registered at the address provided. If Satisfied will pass R80.

Age (R81)

Verify the age against the official Personal Documents. Will pass R81 once satisfied.

Arranged Employment – if applicable (R82)

If applicable, will verify any job offers or call employer in Canada. Will Pass R82 after verifying offer from Employer.

Adaptability – if applicable (R83)

Verify each of the adaptability Factor and Points Claimed. Will Pass R83 after every factor is verified.

In addition, Officer will verify the Settlement Funds (R76) to ensure sufficient Funds are available. Once Satisfied will pass R76.

Although, at this stage, eligibility Test is completed your account may not be updated at this stage. Immigration Officer will approve your file and send it for A40 Test and if passed will approve your file as eligible.


A16 (Admissibility on Medical Ground)

At this stage, you will be requested for Medical Certificate or else your Upfront Medical Report will be obtained from your Panel and conclusion will be made on Health concerns.

Applications may be rejected if Health of a Person can impose a threat to Canadians health or will be expensive to treat under Public Health. This includes any health concerns with Children or anyone accompanying with the principal applicant. Good Panelist will inform you the same day regarding your X-Ray and other tests results except for Blood Test, which they usually inform within 2-3 working days if you have any health problem. Therefore, it is better to wait 2-3 working days after Upfront Medical before you apply with IRCC.

Once verified officer will pass and update your file. A11 and A16 Test are started together, however, A11 will take much more time to verify documents.

Criminal Record Verification

After A16 is passed, your first Background Check will be performed and your file will be updated. The status will change from Not Applicable to either In Progress (also referred as IP1) or Next step is to conduct Background Check (also referred as NBGC or IP1).

In this Stage, your Police certificates will be verified and assured that they meet the criteria’s of IRCC as well. In addition, they will send requests to all countries you have visited and obtain clearance from them. If these countries are quick to respond, then your file will move to Not Applicable again in few weeks’ time.


Step 3: Assessment for Misrepresentation and Fraud (A40)

This stage will start once both the A11 and A16 including Criminal Verification is completed. In this stage, your file status will change from Not Applicable to In Progress (also referred as IP2) and will be the final stage before PPR. At this stage, you may be required to take Interview or other checks may be performed. Once A40 is passed, you will receive PPR and you will be required to send Passport to your Visa Office for Stamping and receiving CoPR.


This is the general guide for understanding process only however in reality each candidate and stream may see a different kind of trends.

This is done once just before or after your eligibility is passed. They will calculate using approved tools (OANDA.com is mostly used) and will calculate using the current date and date of application. If any doubt is present or forex is volatile they can ask for another statement. They may contact banks as well but due to secure banking systems around the world, I haven't seen cases where applicants were told by either banks or CIC if they have been contacted.

@BillHyatt, when the additional documents review changes to ' we do not need additional document' it means CIO is done with their review and the agent has given his own recommendations.
My questions:
1. What triggers RPRF request?
2. Under what conditions will the file not moved to a Visa Office?
3. If the agent's recommendation is 'review required', can the RPRF request be triggered?
4. If the agent recommends 'met', it is the same as 'recommended pass'?
Just running some thoughts through my head.

Perhaps savings accounts are something different in your country but, in mine, Savings Accounts are just another type of bank account so any funds stored in them are perfectly suitable for settlement funds (in fact, I would wager they're some of the MOST suitable since, unlike investments, they don't carry any risk, and the funds in them are usually unencumbered and completely transferrable if needed, and are already in cash form). The only issue would be if it were a joint savings account where the second account holder is not an accompanying spouse. But, again, perhaps savings accounts are different in your country...

actually we used the saving accounts here to cover the credit card limit, so I think I have to ask the bank itself to make sure if this amount could be considered unencumbered or not.

But in the personal checklist, it states that photo must be at least 35mm x 45mm . So, can I use 50mm x 70mm for my PR application, because that's what I asked the photographer to do?

I was confused by this too - I've decided to take the 'at least' in 'at least 35mm x 45mm' literally, which would still allow for the 50mm x 70mm outlined in the specifications...hopefully IRCC will be okay with this...

For PR application size is 50 X 70 Digital Photo and that is recommended. However, CIC confirmed that applications will not be rejected due to photos anymore as they can request for additional information later on for the photo.

The digital pics that the photo place sent me are over 1MB. Do you think I should I shrink them or submit as is? tia

Ideally it should be 240kb but anything below 2mb will work so no need to shrink.

No, you need to ask CIC using web form or else call them to ask to send you email regarding this. They will tell you how and where to submit passports for stamping. You are not allowed to send it without getting CIC guidelines.

They are well ahead of their current targets and wants to clear backlogs by the end of September and October.

CIC is trying to conduct draws every 2 weeks with low ITAs and faster processing times.

I think they will increase PNP application processing speed instead of ITAs however we will see future draws before predicting future.

The anticipation level of getting an ITA isn't as high as it was leading up to the summer months. School is in session, folks go to work, hell, some may have even withdrrw their EE profile. Others may be so far behind in their PCCs that they get discouraged. Test scores expire, age increases, family status change, so it is a lot of factors. I do agree with Bill though, CIC has been conducting a lot of PNP nominations. This could be a foreshadow to a more systematic and controlled way to immigrate (minus those "refugees" bombarding Canada's borders without offering any skills whatsoever). The PNP method is like giving CIC the ability to throttle application loads depending on the current log or backlog. However, I still think PNPs should be approved a bit more quickly than FSWs because of the increase in provincial nominations and 'pre-check' done to even get nominated. Seems like frequent provincial nominations are becoming pretty consistent across Canada. I hope this provide benefits of shorter times as well...especially after paying a pretty penny to get nominated along wih the 1040 e-Apr fee.

I got my ITA today. woo hoo. I started filling out the application, and there is so much info to include. I have a question about how to answer the following questions:
1. Has the applicant been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?
2. Has the applicant ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?:
I was denied H1-B visa in the US many years ago. Should I answer Yes or No to the above? And if I answer Yes, do I have to provide some sort of proof? It was 15 years ago, so I naturally have not saved any docs related to that.
