Post doctoral researcher on fixed-term contract - ineligible job offer?

I was invited to apply for CEC a few days ago after being drawn out of the express entry pool. I have all my documents together but only now realise that I need a permanent job offer. I am a post-doctoral fellow (NOC 4011) which is very rarely a permanent position. In fact, it is UBC's policy to not issue contracts for more than 1 year periods but renew contracts on a yearly basis. It would now seem that my job offer is not valid and I am not sure if that makes me ineligible to apply or not. I do not want to submit my application and pay the associated fees to be rejected. I also do not want to have to change jobs just to have 'valid' offer. It would seem that my occupation falls in a gap. I have no hope of getting a permanent position before the submission deadline either (56 days left to submit). The link below states CEC does not require permanent job offer, but this was prior to the EE launch.

Why do you need a permanent position for CEC application? You have no problem applying for CEC with yearly contract.

I don't know - this is a copy/paste of the information provided for uploading the offer of employment document:

You must provide a job offer letter from the employer who wants to hire you. It must be printed on company letterhead, and state that you will be employed permanently in Canada by that company. The letter must specify whether the job is:
•for continuous, paid, full-time work (at least 30 hours a week),
•for work that is permanent and not seasonal,
•skill type 0, or skill levels A or B of the 2011 National Occupational Classification

(Note – in most cases, the job offer must be for a permanent job. For some types of jobs, it has to be for at least one year.)

The job offer letter must include contact information for the company (address, telephone number and email address).

CEC is based on the past experience and dosnt require current job offer. I think that job offer is required only for those who applied with lmia and got 600 point for that.

Hi

Thanks for your comments - I realised it was because I had stated I had a valid job offer in the preliminary application. Once I went back and stated 'NO' to that question the document checklist was updated and job offer requirement removed.

I got confused because I was informed to sign up to the job bank as my job offer was deemed invalid (due to not having a LMIA), but then having to submit that info! D'oh! ???

Having applied as a Postdoc myself, out of experience a Postdoc contract is NOT a permanent job offer and yes, UBC will never give you such a permanent job offer..
The problem is that you have now been drawn out of the EE pool with more than 600 points I assume (?) so if you hand in your application you will HAVE to provide the permanent job offer as you said you have it when you entered your data.. I think you have to update your profile, then get drawn out of the pool again (which will hopefully happen, although I guess you will now only have around 450 points, correct me if I'm wrong), and then you can apply again.

I also suggest you get a good template for your employment letter (you still have to provide proof that you were employed for the CEC qualifying period) and let UBC sign that in time. Also check if NOC 4011 is really a good fit. The NOC code should be chosen by SKILLS, not by JOB TITLE. There are several threads around this forum which describe how to choose your NOC. This is important because the employment letter describes your duties, which have to mach the NOC!

For example if you look at NOC 4011, which is mostly for University lecturers/professors, it has mostly teaching/supervising duties. Do you do that 90% of your time? If yes, good then 4011 is your NOC. If not (which I suspect because Postdocs work in research), you want to choose a NOC that describes your research best (e.g. Chemistry NOC if you work in chemistry research).

You probably realize this, but if your CRS score changed and you are now below the threshold for the draw, you should decline the ITA...

I am facing the exactly problem as you did. May I ask how the application finally go? Did switching to "no valid offer" and not submitting the offer of employment work? Really appreciate your feedback.
