Police Certificates are generally considered to be valid for One year from date of issue; therefore depending on the Processing time of your application, you may be requested to submit new certificates.
Check Point 15 of this link :

I see what they have stated on the checklist, however the validity is in regards to when they get to the criminality check portion of processing. Ofcourse, they would ask for new PCCs if they cannot get to assessing your criminality check before 1 year from the date of issue of your PCC. Once you pass criminality, the completion status is considered true for another 2 years and thus the PCC validity. My criminality is showing valid until Feb 2019.

Means in my case, it is necessary. I completed my Medical examination on 13 June, 2017 and
on 14th June, one year of receipt of PCC is completed. The background check has not started yet.
By the way, we too are very smart. (Ha ha ha). New PCC has already been released. If they ask, we will provide it.
