You guys think is a bad sign?

Tim bit have you watched Kung Fu Panda's movie? I love it because its a comedy but has plenty lessons about life, I just want to include a little part of a dialogue, but if you haven't seen it, go and rent it, you will laugh and learn about patience and confidence. By the way, I think every thing is OK with your application, but PATIENCE is hard to learn.

I also live in Dubai, My application was received also on 20 April, till now I did not receive my PER, how did u get your PER is it by email??? what time did u receive in Dubai time?

I hope within next few days you will receive your PER email. Check your e-mail around 6:00 PM Dubai time. If you have not included CIO e-mail id in your contact list, then look into junk mail folder.
