Possibilities for low-income tax payer becoming Spouse Sponsor?

Hi there everyone, have a good day!

My husband (Canadian residing in outland) is planning to apply a PR status for me,
but we are staying out of Canada for almost 8 years because of work,
all along this period he still file his income tax in Canada but at a very small amount,
which does not meet the payable requirement (under low income category)

Recently we plan to move back to Canada to take care of our parents there,
that's why i need to apply PR now, but in this case i wonder if he qualified to be my sponsor?
what other documents that can support him in order to make him qualified for the sponsor stage before proceeding to the PR application steps?

Please help me, thanks in advance!! :) ;)

there is no income requirement for spousal sponsorship. CIC only cares about whether the sponsor has filed bankruptcy or used social welfare in the past 12 months. there are many sponsors who make low or no income and successfully sponsor their spouse.

Really...good to hear that! Do u know what other supporting documents (except all kind of forms) to submit together to make his case more likely to be approved? Hope you can share some info with us, thanks so much :)

He will need to provide some evidence on his relocation to Canada. Things like signing a lease agreement, accepting a job offer, opening a bank account, etc. If none of those apply, he can write out exactly what his plan is to move back and support himself and you.

Thanks Keesio. He is currently doesn't has any property, bank account (inactive), no credit card, but he has renewed his driver license & care card last year 2013 when we visit his mother. Ties to Canada? i think not strong at all. The main reason we need to move back is to take care of his mom as she staying alone in Vancouver all this while. No job offer, he plan to start looking for jobs when arrives. I'm really worried about the chances to be approved. Hmm....... :(

p/s Another question: My husband has a stable income now because he has a full time job, but outside Canada, can he include these too?

cic does not need to see anything concrete, what they want to see is A PLAN with information about where you intend to live, what you intend to do for work, research, etc. Also, people normally include letters from family members expressing support to help get you on your feet (ie: housing, finances, etc).

yes, as it is part of the required documentation for sponsors to provide. the require documents specifically state to include a letter of employment and 12 months of paystubs or an explanation of why this or an option c form is not available. again, it doesn't matter where or how much the sponsor is working. all that matters is whether the sponsor has used social welfare or filed for bankruptcy within the past 12 months.

This is actually a very strong tie to Canada. I would make sure to mention that he wants to help his mother, especially is she is having health problems.

Yes you just need to provide a concrete plan. But be careful when you are putting together your timeline in your plan. CIC wants to see an immediate plan to come back to Canada once your application is finished. If you timeline is too far ahead in the future, it may cause problems like the person below:

jammy915 - note that outland for US citizens with no red flags is very fast these days... recent times have been under 6 months with some a little as 3 months. That's why the 18 month plan in the thread above was rejected by CIC.

Noted. We're planning to move in Oct-Nov 2015, do u think i should start everything now, is that too early? (i looked in other forum some say applicant outland will take 9-12 months to approve, is that right?)

Another question is, shall we buy return air ticket or single way in order to prove that we're moving back for good? But we might have to leave Canada after settle down there, just to come back to where we live now to take care of the final arrangement of everything...to sell off house, to close bank account, etc...... can someone shed some light, thks :)
