Positive antibodies and Negative PCR( no infection )

I have a question which require your attention I am a silent reader of this forum and m1 applicant I need to ask a person with positive HCV antibodies and negative PCR for RNA will he pass Medical stage please reply
Or if somebody gone through this stage
