Doesn't sound dumb at all. Yes hubby is able to travel with a one way into Canada. When at the Canadian immigration at the airport, he'll just have to show the CoPR and his passport. They'll put him in a room for landed people and make him sign some forms to complete the process and then he'll be good to join you!
