Hi, i am sponsoring my husband, for the police certificates it states you(the principal applicant) and any family members 18 or older (who are not Canadian citizens or permanent residents) must submit police certificates. does it mean my husband and every member of his family (father, mother, sisters etc) must do the police report? thanks

In the context of the application, family members only include spouses (if they are not the sponsor) or dependents of the principal applicant that are being included in the application.
