Police Record question

Hi I'm applying for The International Experience Canada visa for Costa Ricans. The application requires that I produce a police record from countries I have lived in for over 6 months. I studied in both US and China for long periods of time.

The problem I'm having is in order for me to acquire those documents I would need to be in those countries to get it and at the moment it would not be possible to fly to China or the US to get the police report. What should I do?

1. You don't have to be in the US to obtain a FBI Criminal Records Check, follow the instructions: http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp
2. For China, you will need someone in China to apply on your behalf

"Non-Resident Requests
You can obtain a police certificate from the local Public Security Bureau by asking someone to act on your behalf in China. To do this, you must give this person:

Specific written authorization.
If you are a Chinese national, a photocopy of your national identification card and household register booklet (hukou).
If you are a non-Chinese national, a photocopy of your passport, including the page that contains the Chinese visa.

The person acting on your behalf must present the documents to the local Public Security Bureau.

You don't need to visit these countries to obtain a police certificate. Instructions on how to obtain the police certificate from outside of the country can be found here:

If I report my passport stolen will I be able to apply for my working visa without stating I was in the US and China in the past 5 years. The process of getting a police check from both countries is too long of a process.
