Hi
I am waiting for my ITA after receiving PN and started preparing my documents to apply. However, my wife is born in Venezuela, she completed 18 years old there but left Venezuela 4 months after becoming 18. will she need police clearance from there? she lived in Venezuela for more than 6 months when she was less than 18 years old, and 4 months after completing 18 years old.

Any one can advise?

CIC says:
"You must get one from each country or territory where you have spent six or more months since the age of 18."

So if she hasn't spent a total of 6 months in Venezuela since she turned 18, she shouldn't need a PCC.

I would advise writing a letter of explanation rather than just not sending anything. Make both points - that she only spent 4 months there after turning 18, and that you have tried and so far failed to get one because of the political situation (document your application efforts).
