Police Clearance Needed At Start?

Greetings all!

So I finally got the majority of documents ready and going to be sending it off pretty soon. :D
One question I have though, do I need all my Police Clearance documents at the start?
On the website it says that the medical is optional at the start until they request it, but I don't see anything about the police clearance?

Reason I am asking is because I am still waiting for my one of my police clearances. Got a confirmation that it has been send, but still haven't received anything on this side and it has been a month since then.

If I receive it after I have send in the applications, can I just send it then?

Congratulations on having the finish line in sight. Well...at least this part of the `marathon'. LOL!

While it's not advised that anyone send an incomplete application package (which it would be, technically) CIC does seem to understand that for Inland applicants, most PCC would have expired by they time they really need them (long beyond the 90 day shelf life) and do seem to allow them to be sent later. At the very least, include a cover letter in your application that states that you have ordered your PCC and will send it/them when you have it/them. This seems to be enough to prevent a returned application.

I sent my application in without police checks from 2 countries i previously lived in, they will ask for it later. Send your application in, and complete with the police checks later (or if) they actually require them. Same as medical, you can do it upfront, or when they ask for it.

Will see if I hear anything this week, if not I will send my applications in without it and just send a note as advised just explaining I am waiting for it.
Maybe even include my email log with the police department where I asked what the progress is of my PCC, that should be okay I think?

While it is correct PCC expire in 90 days but, if CIC receives your PCC within those 90 days then you are good to go.

I attached the email conversation I had with the police department, trying to get some answers out of them.

When I receive it, do I just post it to Vegreville and attach a note at the front saying it is for my application?

You should have waited for your PCC in order to send a complete package. Did you know that soon as verification of documents and relationship check out at early stage called PS , background kicks in that is why Ecase displays IN PROCESS? Now you will slow down your application in case vo needs to request background checks. I thought of posting this link down here. I was addressing this to one of the forum member few hours ago.

Again...Inland applicants seem to have at least a little bit more `understanding' from CIC for PCC and medicals. Once Tynoxes receives AOR, s/he will have a UCI number. S/he would simply send the PCC to CIC (same address) along with their UCI number, so that CIC can match this up with their file and follow-up to make sure they received the document.

As far as this website: http://www.cic.gc.ca/english/information/times/perm-fc.asp it seems to indicate that the security, medical and background checks is covered in stage two, which is like 11 months away.

Hopefully that means that there wont be problems that I did not send it in. I did include the email conversation with the police department, so hopefully that should be evidence enough.

I do have a UCI number already though, since I received that when I applied for my visitor visa here.

Anyone else have experience with this and have some input?

I applied inland and sent my app without proof of medical or police certificate. I somehow missed that they were to be included when we put the app together. App was received in Oct 2012. I did my medical and sent in my police certificate in April 2013, before CIC requested them. My application was not slowed down or affected negatively in any way, compared to others with a similar timeline.

I did have my UCI, as the extra step within Québec meant I received a UCI before AIP, so I included a cover letter with my UCI and my husband's (sponsor's) UCI when I sent in my proof of medical and police certificate.

Just my experience. If I had it to do over again, I would make sure to include everything up front, if only to save myself the months of stress that my oversight caused, but as I said, I don't think it impacted my process negatively other than the stress. I landed in a little less than a year from the date the app was received.

Thank you for the response, that is some handy info!

I decided to leave the medical as it can expire if it takes them longer than 12 months, which means I will need to do it again.

I'll send in my police cert as soon as I receive it, since I am still waiting to get some answers from the police department to where it actually is, as it seems like they don't have a clue :eek:

browntrout , I think you may have just caused a delay in the processing of your application. The following is taken directly from country specific guide for Hong Kong, I realize your country of citizenship is Sweden and similarly it clearly states that police certificates MUST be submitted with the application http://www.cic.gc.ca/english/pdf/kits/guides/3901e.pdf.

"POLICE CERTIFICATES AND CLEARANCES
You must submit original police certificates of good conduct or clearances from each country in which you and each of your family members aged 18 years or over have resided six continuous months or more since reaching 18 years of age. You must attach the original police certificate(s) to the application. If the original certificate is neither in English nor in French, submit both, the certificate and the original copy of a translation prepared by an accredited translator.

However, if you have lived in Canada, at this time you are only required to indicate it on the Schedule 1 Background/Declaration Form (IMM 0008). You will be notified by the visa office during the processing of your application if you are required to submit a police certificate from Canada.

Please consult our website at: www.cic.gc.ca/english/information/security/police-cert/index.asp for specific and up-to-date information on how to obtain police certificates from any country."

It really depends, for mine it was outland so that's a bit different but they asked for Police Certificates at the same time as a few updates like Schedule A (can't remember exactly). I submitted the clearances at the same time as the additional form updates and it didn't seem to cause a delay (i was done in 9 months, Manila says 14 months for their turnaround time) as they wanted some updated forms anyway and they won't process the app until they have all the updated forms. From Manila anyways they seem to ask for these updated forms from everyone.

In fact i actually had the clearance a month or so after my SA and they told me not to submit it until i was asked for the additional updated forms. I also talked to a supervisor on the phone as i wanted to ensure this was correct as i had gotten bad information on this forum where people said the PC was only valid for 3 months. The CIC supervisor told me that was wrong and that the police clearance can't be from 3 months prior to when they received the application but i could submit it months after since it was received after my SA.
