However it doesn't appear that you can get one without an Ecuadorian passport or ID card, as per http://www.immi.gov.au/allforms/character-requirements/character-penal.pdf (page 27) from the Australian government guidance for their immigration.

"Note: Certificates are not available for foreigners who live in or have lived in Ecuador."

Your best option may be to write a letter with your CEC application explaining why you cannot supply a certificate, with a printout quoting the requirements to obtain one.

Agreed - it's good advice. CIC will be aware that this is the case so all you have to do is provide an explanation letter outlining it, and everything will be fine.

Good luck.

thank you for your generous advice!
however cic web site says ''You may need a criminal record check if you are coming to Canada as a live-in caregiver, tourist, student or temporary worker. If you are applying for permanent residence, you must have one done.'' do you know anyone have similar situation that application approved without a criminal record? i want to hear more from you guys.

All you need to do is provide the explanation letter and CIC will do the rest. You really don't have to worry.

Good luck.

The issue with a police clearance is quite country specific. If there is no process for your embassy here to get you one, CIC is likely to know that. (god knows why they still ask!). If this is the case then just email your embassy asking for it and get something in writing, do the same with contacting any other official means. Put an email together explaining how its not possible for you to get one and attach the proof with that email.

It has worked with someone on the forum trying to get a saudi police clearance but it just wasn't possible, coz they don't provide it. So he wrote and explanation mail and it was good enough for cic. Its likely that there have been other cases from Ecuador and all you need to show is that you have done the research and leg work and show them its not possible. Just be a 100% sure that there is no official way (why take chances with something like this. don't guess)

Hope this helps! Good Luck

According to the US State Department, since 2012, you can request the "Certificado de Antecedentes Penales" online, and it does not appear restricted to Ecuadorian citizens, you can enter your passport number:

http://www.ministeriointerior.gob.ec/certificado-de-antecedentes-penales/

Note that this is the same information provided by CIC. So the info provided by Aus is out-of-date and in any case, you should ALWAYS try to follow CIC instructions first. So, sorry, until you actually try to get the PCC, no excuses!

thanks SSPARKLES, i will definitely try to get something in written.
thank you Jes-on, the link only accept Ecuadorian Passport number though. i even called Ministerio interior, they told me it wont work with foreign passport number or IDs.

i hope CIC have seen enough similar cases so that they can understand this police letter thing is just beyond applicant's control.

if anyone, as foreigner, has got police letter from outside Ecuador, please please let me know

I literally followed the online instructions on how to obtain one outside Ecuador as a non citizen but was still rejected. I don't really know what Canada wants. So frustrating!!!!
