Yes, the person needs to take the authorization letter with them to be able to request the police clearance.
 
So,
You would send the photo copies of passport and cedulla, letter of authorization... the 3rd party who is in Venezuela takes all of these documents with them and that's it? Is there anything the person applying has to do online on the website? or everything is in person??

Did you get the police certificate without a national ID or Foreign National ID of venezuela? I'm in similar case to CanadaNow, I only have my passport and it is not venezuelan.

Yes, that is all and in person. Their website seems to have the possibility to request the police certificate onoine but the last time I checked it did not work properly.

I am a citizen of Venezuela so I have a national ID and had no issues getting it. What I know from CanadaNow was that they made all kinds of efforts to obtain the pc but it all failed, including contacting the venezuelan embassy, etc.. They showed all of it to CIC and eventually CIC issued the visa without it as it is a fact that the venezuelan authorities will not issue a pc without the proper documentation.

My husband is in Venezuela and right now needing to do a Police check asap. He does not live in Caracas and was directed to some representative who told him to go to his local Alcaldia (city hall or something) get the Police check from them and then she will go to Ministerio interior for him in Caracas and apostillar it. Would that be enough you think? Since this local Alcaldia will only issue the Police check for his province and not for the entire country.
If anyone else knows the answer to this please help?

I'm not sure if this will help, but I think it would be easier for your husband to go to Caracas. You can request the police certificate on line and it will be issued in 2 weeks (or less). Important thing to remember is that you have to indicate the institution and place where that institution is located. For example, "Embajada de Canadá en México" for our case. You could pay this guy to do so in Caracas or a gestor to pick it up for you. However, you don't have to apostillar it lol since Canada is not a member of LA Haya! Hope this helps :)

Was anyone able to get the police certificate without National ID or Passport? It is 2015 and looks like it is not getting easier.
