We have completed the application EXCEPT for 1 of 3 police clearance certificates that is being processed in Sweden. I have paid for the application. Should we send in the application to Mississauga now and then send in the 3rd police clearance certificate once it arrives? And if so, do we send it to the same address in Mississauga or to the office in London where immigrant's application will be processed?

Has anyone done this?

If I send it in later, is it enough to include a note: 'This is for the Sponsor a spouse: Name-PR application"? or...

Would appreciate any input that can be offered. Thanks.

I have a query on police certificates as well. My husband is a Malaysian citizen, he studied in india for a few yrs thats where we met etc etc we got married after his graduation about a year afterwards but were un aware that a police clearance would be needed from India. We sent one off from Malaysia no problem. We we went to the highcommision and visa offices and anywhere else possible syaing we require a police clearance and asking for the service. They replied saying they do not provide such services for NON INDIAN NATIONALS and we looked at the form online which is used for police clearance and its only used by those holding INDIAN passports. There is simply no other option except perhaps flying back to India and getting it.
Does anyone know if the I give the form (prooving only indian nationals cal apply) and the letters they sent via email , if CIC would exempt the indian Police clearance and acccept the Malaysian (hes been out of india now for 2.5 years)

We sent my partner's app with only 1 of 3 (actually turned out to be 4, as CIC unexpectedly requested one for a country where my partner spent less than 6 months) police certificates without issue. The important thing is to provide a letter explaining that you've applied for it and when it's expected, along with proof that you've applied (the receipt or an email acknowledgement).

Once we received the PCCs, we waited until the app was transferred to London and mailed them, along with a note giving all the app details (names, DOBs, file number, UCI etc.). A few weeks later, I emailed and asked if they'd received it and they replied confirming that they had.

If you have official communication from the Indian consulate saying that they won't issue a non-Indian outside of India with a police certificate, then it's possible CIC might accept it. You need to show them that you did everything you could short of going to India. They do give exceptions for PCCs when an applicant shows that they've tried everything to get one but have been unable.

I've seen a few forum members who were exempted from getting a PCC. If I recall, one included proof that the country wouldn't issue one to foreigners, along with a letter from their employer at the time in the country confirming their good character and clean record. I think another person trying to obtain a PCC from a country in Africa had emails from several of the country's law firms confirming that he wasn't able to get a PCC.

*Update*

I phoned and spoke with a government/immigration agent. The following is what he told me:

1. apply right away. insert explanation into cover letter about the missing Swedish Police Clearance Certificate.

2. we have expired Swedish PCC - he said to submit the expired Swedish PCC and then send the current one once we receive it.

3. send the new Swedish PCC as soon as we receive to the same address that we sent the application to and include a letter with our name, birthdays and, if possible, application ID.

Yeah, applying right away would save you a lot of time...but I was just wondering how you find a government agent to talk to about this kind of questions..

I dialed 1888 242 2100. Then listen to the prompts and hit 1. 1. 1. 1. and then I think it says you can hit 0 to talk to an agent. It claimed the holding time was an hour but it only took 15 to 20 minutes to get through to someone. Good luck!

just an fyi... this number can only be used from inside canada. people not in canada can't contact them, even by using the local number - it will just kick you back over to the 888 line and disconnect you.

Oops - that is true. Sorry if I wasn't clear that I was calling from inside Canada.

If you are applying for PR through inland approach, upfront police clearances are not required but recommended to reduce delay due to requesting them down the road.

If you are applying via outland, I do believe you are suppose to submit all police clearances up front. In cases that it couldn't be done, CIC might accept it with an explanation why the missing police report wasn't included. Otherwise you run the risk if being returned due to incomplete application package.

We are applying from 'outside' of Canada. See my responses above - I spoke with a government/immigrant agent and was given clear instructions :) But thanks for your input.

Glad to know. However considering how very unreliable the CIC call agents are in providing accurate information, they are only front line employees fielding calls. It's the senior officials that will have a closer look and determine whether it is a complete application or not. Keep that in mind.

Our app was sent without several PCCs. CIC is fine with it if the applicant acknowledges the missing PCC and shows proof that they've applied for it.

Just wanted to add, First send in the app with all the documents you have. Once the first stage is complete, the NDVO/CIC assigns a file number to your case. Once you get SA you willl know what that file number is. Please send in your updated PCC after that stage - mentioning your file number. Otherwise it would be difficult for the CIC to put your document in the right file.

Warm Regards and best of luck.
