PCC: if spouse is already studying in canada and holding a PCC which she got while applying for study permit before going to canada a year ago, do you think she needs a new PCC from the country? (no logic though, as she never came back). But in the check list it was mentioned PCC should be done within 3 months of application.

pls advice how to resolve this. Can an explanation letter suffice?

Yes she does, the instructions state that the PCCs can't older than 3 months when submitted.
