1.PCC is mandatory if stayed in more than one country for more than 6 months. Thats why the question is asked in the stud permit form. Get it if you hv stayed abroad for a longer duration.
2.Not at all required if stayed in just one country.

The above applies to Indians too.

Ok let me narrate my experience. PCC as far as I know is not required for Indian students. I went to canada 10 yrs ago to study and I never submitted a PCC. But, if you've lived overseas for over 6 months, the visa officer is liable to ask for one. I have had to submit 4 Pcc's for my wife and myself's current student visa/open work permit application as we've lived in 4 countries for over 6 months. It's always a great idea to get a PCC done in advance if you live overseas but sometimes the issuing authority will not grant you a PCC unless they see a request from CIC first. Indian PCC's are fairly easy to get, you just have to apply online at the passport seva website and take an appointment. If you've had your Passport verified before (sometimes does not happen in Tatkaal passports), you can get a PCC in 1 day. Hope that's helpful.

yes, thats what I am trying to say. PCC is not required for freshers but some people are stubborn enough to understand this . XD

The person who asked about PCC has lived in Brazil for more than 6 months and in UAE for 6 months and more. She misguided him in telling him that he did not need PCC. I told him he needed PCC from all countries he visited for 6 months or more. She kept refuting that information. Even now she doesnt understand that you need PCC for all countries in which you have lived for more than 6 months. I even provided people with CIC links asking the same information.

It is so depressing that everyone has their own opinion on whats needed and whats not.

India :
PCC is needed for Indian applicants if they have lived in countries other than india for 6 months or more after turning 18.
You may not need to submit Indian PCC but you definitely need PCC for foreign countries where you have stayed for 6 months or more. This needs to go with your application without any questions or confusions.

Pakistan:

Pakistani PCC is needed, and also all PCC for countries where you have lived 6 months or more after turning 18. Must be included with application at time of submission.

All other countries : Follow CHC website specific to your country for PCC.
