I will be applying for CEC.

I am not too sure about police clearance certificate. The following excerpts say

Guide 5609 says:

"These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18."

How to get a police certificate - Canada

Do I need to provide a Police Certificate with my Application for Permanent Residence? No


The bolded parts clearly indicate that a PCC is not needed from Canada.

But I just want to be sure. Can seniors please tell me if I need a Canadian Police Clearance Certificate or/and just a PCC from my home country.

Technically, No one applying under CEC need to submit PCC for Canada. If they need it they will request it. But people send it just to get away from headache of sending it later.

PCC has to be submitted for other countries where you live for more than 6 months after 18.

You don't have to get PCC from Canada. You must start accumulating PCC from all other counties where you may have previously lived for atleast 6 months.

Meanwhile, if you have all other documents/forms ready with you (except PCC), You can send your PR application under CEC even without having any PCC. Once your application is reached to Centralized Intake Office (CIO), they will send you acknowledgment of receipt (AoR) within 6-8 weeks of your application date, then you can submit your PCC to Case Processing Center (CPC) along with cover letter mentioning what you are sending and all your identification details e.g. UCI no., Application no. (which you will notice in AoR email from CIO), name, birthdate, etc.

So based on replies on this thread and others people have been asked for a Police Check/Background check for Canada

Does that depend on a person to person basis

Because if that percentage is closer to 100% I might as well send it with the application?

We did not send with the application, when we did get the request it took around 2 weeks to get them. It's not a difficult process.

No, most people do not get asked. CIC automatically conducts a name-based check on all applicants. If the name-based check is NOT clear (e.g. someone with the same name as you has a criminal record), then CIC requests a finger-print based RCMP check.
 
Hi

You can also get the request if you have been in Canada for a reasonable amount of time. As an example I came in 2011 and headed to Alberta, I then relocated over to Ontario in 2013. Because we had built up a reasonable history its sensible to run a check.

I would not worry about this one, if they want it they ask reasonably quickly. I think we got AOR Feb 18th and in March they requested an RCMP certificate for both of us. It was sent in well before the MR's came out.
