When is the PCC required. At the time of initial application? Why do people say it's clearly optional while CIC mentions that sending the PCC with the initial application is highly recommended?

YOu answered your own question. It is only highly recommended, which means it is not absolutely required. If you can you should send it, but if you are in a time crunch and PCC is the only thing holding you back from applying then there is no need to wait for PCC. Your application will be complete even without a PCC and your visa office will ask for it later on.
