Just want to update the forum community about my experience in obtaining PCC from Indian Embassy in Washington DC.
I personally gave the application along with my passport and $20. On the 9th working day after dropping the application, I went back to collect them. I received a single sheet certificate which is dated as if its prepared on the 8th working day after dropping the application. So the conclusion I can draw from this is, Indian Emabassy at DC is keeping up with the published processing time of 7-10 working days for PCC.

these are far better than Chicago consulate, I got my after 60 days, but that was last year(2009) don't know the timelines they take these day in Chicago.
