Hi, I'm from India. Though I'm originally from Punjab province, but have been working in Delhi NCR for last 5 years and have stayed at around 10 places in these years there, which comes under Delhi, Haryana and UP state. How and where should I get the PCC done? And for which addresses? Will I need to get PCC from all the 10+1(my permanent address) places?

No, only one PCC since your 18 years of age from PSK. It will cover all addresses and timeline.

While applying for PCC at PSK, do I fill out all my 11 past addresses or only one current?
Will they get police verification done at all my addresses?

Last 10 years address history is for your Permanent Residency application.

For PCC, you need to give PSK the address details of last 1 year of residence along with the current residence proof.

I'm staying at a paying guest house(don't have rent agreement), what can as a residence proof?

There are many docs that can be used as proof (if you have any of these)
1. Aadhar card
2. Photo passbook
3. Letter from society (on their letterhead)
4. LPG bill
5. Telephone bill
6. Letter from your office, if your organization is a public limited company
And few other documents which you can find out on the passport website.

If you cannot produce either of them, would suggest you to book an appointment at a PSK near to the address mentioned on your passport, provided your family stays there and you can manage the police verification.
 
Right, if you dont have rent agreement or any other legal document which can prove that you are living at current address; you can mentioned the address on your passport and police verification if deemed necessary you can manage. I think if address mentioned in PCC application and passport is same then they dont do police verification and issue PCC same day.

Kindly note that PSK don not mention your staying address in PCC certificate.
