if i am in canada .if my family apply for PCC from india direct and they send me then that PCC is valid or i just have to apply from BLS only?

Yes you can apply from PSK India. They need original passport to issue PCC.

If you are in Canada and cannot travel to India then you need to apply for PCC from Indian consulate. If you would like to apply for PCC in India you need to be there in person and make an application. Point here is getting a PCC from India through PSK needs the person to go to PSK and apply for one.
