For a PR application, IRCC has requested a PCC for an applicant from a country where they lived until 9 years of age (below 18)? The applicant has since moved to another country and already given the PCC for the period starting from the age of 18 years. Normally, I understand, IRCC requires a PCC from the time the applicant turned 18 and lived at a place for more than 6 months. This request seems unusual.
Any idea why they would require it? And what period would this PCC cover? should it start from the time the applicant was born and until they turned 18?
