Police clearance certificate copy with a different purpose

Hi,
I received PCC from Dubai police for me and my wife when my PR for Australia was in final stages. Then we moved back to India.
We did not immigrate due to some reasons to Australia and our PR expired in 2013.

I have a photocopy of my PCC with purpose mentioned as "Immigration to Australia".

Can I use this photocopy for Canada also whenever required? Or I have to apply for it again?

CIC states that "For countries in which the applicant no longer resides, the police certificate must have been issued after last time the applicant lived in that country." If you haven't visited dubai after getting the PCC, then it should be good. Also please check if the PCC mentions a specific country for which it was issued. (India PCC mentions that). If your PCC says Australia, then although there is no harm in using it, but if I were in your case I would get a fresh PCC because I wouldn't want to take any chances.

Can't use a copy. Has to be scanned original. Might as well get a new PCC. Why risk rejection for no reason

If you have stayed in a country for more than 180 days in total (even through multiple short trips), then you would need a PCC from that country.

The problem is that the agents who are providing the services are charging 24000 Rs per person. It means I have to shell out 48000 Rs just for PCC from Dubai. For 15K Rs I can fly to Dubai and get the PCC.

If anyone knows some agent who can do this at reasonable price kindly let me know.

Surely that's a big amount but think about the loss in application fees in case your application is refused due to the incorrect PCC

In term of orginal - some of my documents are not in English, I will need to get them translated. Will the motorized translation is enough or do I still need to submit scan of the original?

Photocopy is not enough, has to be color scan of the original.
