Its worth a try I didn't intend to scare you, but just preparing you mentally that its not a single day job to get PCC. In the end, I think going through passport office is the best option indeed because there is a systematic process to it and is trackable, rather than trying to convince people.

Usually there will be a police verification done when you first applied for passport. ( remember a police comes home and takes bribe.)

if that had been done and duly noted in their system, then when you apply for PCC at the passport office, they just check that in their system and issue the PCC. its pretty straightforward.

Came to know this through a person working at BLS in Canada.

applying at the passport office is best.

without file number passport will not issue the PCC. if you go to local police station they will issue PVC(police verification certificate) which is of no use with the CHC. to Issue PCC they need letter from immigration that they require pcc for particular country and PCC will be issued accordingly along with a stamp on the pass stating pcc is issued for this particular country. Even if you have UCI number or file number they will not issue pcc. you need have letter from CHC requesting for PCC.

That is not quite true, because I got a PCC without CHC requesting for it. PCC is essentially a certificate that says you have no criminal record, and anyone can obtain one regardless of whether they are applying for PR or any other visa. It could be for workplace security clearance for example.

Yes, you can wait for CHC to say that you are missing the PCC, and then go through this process in theory. But, getting it beforehand by going through passport office is definitely recommended as I'm sure no one wants to incur that delay.

Kickb that was the same conversation my wife had with the officer he kept insisting he needs the police clearance request from the CHC and my wife insisted we won't have one since we are applying as a spouse.

He wouldn't begin the process without it, we are hoping to show the request letter in the application package and show the package. My only worry is the letter is not signed and has no case number which I'm sure he will ask for.

REquest letter you are talking about is as per the checklist or did you any mail particularly addressing the applicant. If the request letter issued addressing to the applicant who require PCC then it does not need to signed and will accept it. if it is general request mail then they wont accept it.

This is why I had suggested to go see the Canadian Embassy perhaps they can stamp the request and make it official some how that can help you get the PCC that you need.

Please dont got to Police, Go to passport seva online book appointment & pay fee. Get the PCC done.
My wife recenty got it.

Does she have to have to change the name and the martial status in the passport as married before she applies for it?

We didnt want to change it now since it seems like a big process and we though of changing it later.

Don't change it yet unless her name is changed already. Besides I do not think the passport contains martial status.
Has she changed to her married name legally yet? if so then I think your in for a bit more of a wait as in that case you would have to change her passport as it must be identical in name to the COPR when issued.
