Police Clarence Certificate Mandatory

Hello,

I've applied for PR through PNP(Saskatchewan) and I got AOR and Medical Request.

I didn't submitted the Police Clearance Certificate in the application but in the mail they said 'Upon review of the information you have provided, your application is considered complete based upon the requirements of the Instructions and Regulation 10 of the Immigration and Refugee Protection Act' .

1 .Do I still need to submit Police Clarence Certificate(PCC)?
If I need to submit PCC which all county's I needed-I came in Canada on 2010 as student visa and lived in Toronto(2 years) until I moved into Regina(6 months). Actually I'm from India and I lived any other counties other than Canada and India.

2 Do I need to submit a PCC from India as well or only the PCC from Canada as I was in Canada for the last 3 Years?

1. You will need a PCC from India. You won't need one from Canada, unless CIC requests it.

Its a MUST or the CIC will ask me to submit.
How can I get a PCC from India? I know If I was in Toronto I can go to Indian consulate but what about I was in Saskatchewan, still I need to go Toronto? or can I apply via online or postal?
