If my spouse is from New Zealand but lived in Canada for a year on a work permit, does he need to get a criminal record check from both Canada and New Zealand?

New Zealand - YES

Canada - The Canadian visa office will tell you if you need a Canadian criminal record check while your application is being processed.
 
Most likely they will need another background check from Canada as the previous one I assume is expired and your spouse has actually lived in Canada prior to this application.

There's a portion of the application that asks for background checks from your home country and all countries lived in longer than 6 months. So I believe, yes, he would need a new one.
 
No need to obtain a police check for Canada. CIC will advise you if this is needed.

Any other country you have lived in for more than 6 months requires one though.

Incorrect - even if someone has lived in Canada, a Canadian police check isn't required. Occasionally CIC will request one during processing - however this is extremely rare.
