Police check from overseas

Hi all,

I have all docs in order but one -police clearance from my home country. I am CEC inland applying from Toronto so the closest embassy is in Ottawa for me. It is been 3 weeks since I sent them a request and they taking their sweet time with it. Is it possible to apply and submit an LOD explaining once it arrives I will upload it or its better to wait?...
The only reason I am rushing is my WP expires on May 9... in 3 months... So I have 3 months to have CIC successfully receive my docs, apply and receive my BOWP. nervous....

Anyone is in the same boat?...

I've seen many applicants doing it specifically for a PCC from USA, because FBI takes good 6-8 weeks to issue a PCC. And also it has been observed that CIC provides upto 60 days to the applicants to furnish the PCC.
What is your home country? By any chance, are you aware how much time, your home country generally takes to issue the PCC??

My home country is Russia. They used to have an embassy here in Toronto but it closed this past fall... so now you either can mail or go in person to Ottawa. I woudnt mind waiting but my WP is expiring so I am nervous. I am currently employed so I would want to start this asap...
