What they told me and it's verified on their website is that the certificate must be issued no more than three months before you apply. It may work differently for non family class visas or RCMP checks, but this is how it works for other countries clearances applying for family class sponsorship.

Do you apply outland? I think that may be the rule with outland sponsorship. However inland may not follow the same rule. There are a number of applicants on my inland timesheets who did not submit police report with their application and submitted after they received AIP stage and got DM and landed without any issues.

Figured you applied outland. I should have been more specific regarding police clearance in the differences between outland/inland. In outland cases, you must submit police clearance with your application less than 3 months after issuance. Inland application do not require to have police clearance with application but recommended if you want no delay in PR process. If police clearance is not submitted with inland application, the police clearance still need to be less than 3 month validity when CIC do request it down the road.
