Police certification from USA but I only have c1d visa/seaman's visa. URGENT

Good day Seniors. I have a very big problem. CIC requested for NBI certification from USA for my spouse but how can he have one will infact he only have C1d visa for seaman not a landbase job. All workdays spent only in the ship. Pleaseeeeee help. Anyone with same situation as our please please help.

It is not NBI, it is FBI, he follows the instructions here: http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp It doesn't matter that he didn't get off the ship, CIC doesn't know that.

i would like to check with you on how did you go about your situation before on Police Certificates? My husband is a seaman as well and he's been to different countries... i am gathering our documents now... thanks...
