You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens must provide:

valid police certificate, or
police clearance, or
record of no information.


Does it mean I have to provide the police certificates for my family members who do not live in Canada and never lived here too?

No, just for you and your dependants who will be on the CEC application

Hi

If you are in Canada then you will need to supply an RCMP certificate, you will need one from the UK or your country of origin.

In addition if you have lived in any other country from longer than 6 months at any point then you will need to provide one from those countries also.

If you police check is already with CIC and your application is in process you should be OK.

RCMP is not mandatory for applicants who reside in Canada. Only if they can't look you up on their database, only then RCMP is requested.

I think it has been said many times that CIC will ask you to supply any certificates they want. So you are free to wait for the request.

You are right in your point as well. When they look one up on their database and if the name doesn't show up, then a RCMP is requested. Case in point, I have been living in Canada for 5 years and wasn't asked to submit one. It all depends on the case officer, so always better for them to ask for one.
