Why do we need to do these following two steps I didnt quite understand. Is it to get police certificates from countries other than Canada or from Canada?

When applying for police certificates, you should include for each person:

A completed Request for Police Certificates/Clearances and Authorization for Release of Information) (PDF, 59 KB) form (see Appendix A). Include photocopies for each applicant.
A set of fingerprints, if required by the authority of the country. Your local police or RCMP may be able to tell you where you can get fingerprints done. Take the Fingerprint Request Letter (PDF, 56 KB) and your photo identification (passport, travel document, etc.) with you when you go to get fingerprints taken. You may have to pay a fee.
Your complete mailing address (certificates will be sent directly to you).

hi waqas, those steps are more like guideline.

Also You don't need police certificate from Canada.

Some times CIC asks for RCMP clearance, but not always. So there is no point of doing it. You can get RCMP clearance, IF CIC asks for it.

It means that I do not necessarily have to do these two steps for getting PCC from my country. My country probably have a different procedure to get the PCC right?

just apply for PCC from your home country normally like others do and ignore those two steps,its basically a guideline.
no need to get an RCMP clearance unless CIC asks for fingerprints.

Do I need to send PCC from Canada too with the application in which I attached PCC of the home country ?
